That is an everyone-links-to-everyone network. Search engines treat it as a scheme. Five to fifteen complementary partners on a resource page is the range this product will export.

How does 3-way matching stop a reciprocal loop?

Each published page writes directed rows: from_member_id → to_member_id. If B already points at A, A cannot point at B. The matcher looks for a complementary C where C already points at B, so the live graph becomes B→A, A→C, C→B — a triangle, not a swap.

Do members have to link back to be included?

No. Requiring a return link is the definition of a reciprocal scheme. Some members will be referred from several sites; some will not. That mix is more natural.

Does a testimonial on their website count as a backlink?

Yes, when it is native editorial content they publish themselves — a testimonial page, vendor spotlight, or case study — with a dofollow link using your business name. A Google or Yelp widget embedded on the page does not pass that value.

Why not add Review schema with stars?

Google does not allow a company to put reviews of itself on its own site using LocalBusiness review markup to change search results. The builder outputs a standard attribution link and skips Review and AggregateRating schema on purpose.
